Ukrainian Forced Migrants in the Cultural Policies of the European Union

Abstract

Cultural participation is a widely recognized instrument that can contribute to migration governance. Understanding the trajectories of cultural participation among refugees, the obstacles to such participation, the mechanisms and sources of political responses addressing the cultural needs of forced migrants, as well as the provision and perception of information, can significantly enhance the effectiveness of migration management systems. This study, based on a survey of 524 respondents and interviews with 56 temporarily displaced persons fleeing the war in Ukraine, explores possibilities and limitations for cultural participation in the host country, availability of cultural events and services in the Ukrainian language, sources of information about cultural activities, the concept of Europe and a host country, and the role of media in cultural engagement.
